Filling up of vacancies of Teaching Staff in Kasturba Gandhi Balika Vidyalayas (KGBVs) and Urban Residential Schools (URSs) purely on temporary contract basis through online written test.

1) Applications are invited ONLINE from qualified candidates for filling up of vacancies of Special Officers (SOs), Post Graduate Contract Resident Teachers (PGCRTs), Contract Resident Teachers (CRTs), Physical Education Teachers (PETs) in Kasturba Gandhi Balika Vidyalayas (KGBVs) and Special Officers (SOs) & Contract Resident Teachers (CRTs) in Urban Residential Schools (URSs) purely on Temporary Contract Basis through ONLINE written test.

2) Tentative Vacancies:

The details of vacancies in KGBVs and URSs are shown in Annexure-XXVII & Annexure-XXVIII are tentative and subject to variation at the time of engagement. Based on the administrative need/requirement, the vacancies as on the date of engagement shall be considered for filling up initially. Further, the merit list shall be valid up to (2) years from the date of initial engagement to fill the vacancies that arise from time to time in the respective districts.

3) Application will be available on School Education Department Portal https://schooledu.telangana.gov.in from 26.06.2023 to 05.07.2023.

4)   Detailed Schedule of Examinations shall be released at a later date. Candidates may check the website for examination dates, district wise tentative vacancies and other updates

5)   Applications submitted OFFLINE including those already submitted to the District Educational Officers & Ex-Officio Project Officers, SS / State Project Director,Samagra Shiksha, SHALL NOT BE considered.

6)   The Candidates after satisfying themselves about the eligibility criteria for the posts for which they are intending to apply shall pay a fee of Rs.600/- per post for appearing to the written test.


7)  Eligibility:

a)   General:

i.   Only Female candidates are eligible for the posts of Special Officers, CRTs, PETs and PGCRTs in KGBVs.

ii.  Candidates of all genders are eligible for the posts of Special Officers and CRTs in URSs.

iii.   Differently abled persons are not eligible for the post of Physical Education Teacher.

iv.     AGE: The candidate should be of minimum 18 years of age & Maximum 44 years as on 01.07.2023. There shall be a relaxation of 5 years for SC/ST/BCs & EWS, 3 years for Ex-Servicemen and 10 years for Physically Handicapped persons.

b)   Educational Qualifications:

i.   Applicants shall possess the educational qualifications prescribed for the post concerned as given in Annexure-I as on the date of Notification.

ii.  The Academic Degree / Post Graduate Certificates should have been obtained from an institute recognized by the UGC / AICTE / DEB as the case may be. Similarly, the Teacher Training Certificates should have been obtained from NCTE / RCI as the case may be. The onus of submitting the proof of recognition of the certificates by the relevant Statutory Authority rests with the Candidate.

iii. Candidates applying for the posts of SOs / CRT shall have qualified Paper II of TSTET or CTET as on date of notification. TET scores of APTET obtained prior to the appointed day of 02.06.2014 shall also be considered. The Pass marks for TET scores shall be as given below:

iv. Language / Medium of Study Qualifications for Non-language subjects: The candidates who have (i) passed SSC or its equivalent Examination or Intermediate or its equivalent or Degree Examination in the medium of instruction concerned or (ii) have studied the Language concerned as First Language in SSC or its equivalent or as Part I in Intermediate or its equivalent or as Second Language in Intermediate or its equivalent or as a Subject in Degree are eligible for the posts of SA (Mathematics/ Biological Sciences/ Physical Sciences/ Social Studies) in that medium. The Question Paper shall be in English and Telugu.

8)   FEE:-(Remittance of Fee) The applicant shall pay Rs.600/- (Rupees Six Hundred Only) per post towards Application Processing Fee and Examination Fee. The fee may be paid by the candidates at the link provided on School Education Department Portal. Candidates shall ensure their eligibility for the posts notified before making payment of Fee. Fee once paid will not be remitted back.


9)   Submission of Online application:

a. The candidates shall follow the procedure given at point 9 (b) below for submission of online application. Candidates shall keep the following documents ready in soft form for filling the online application.

i. Passport size photograph

ii. Aadhar Card.

iii. Proof of Educational Qualifications.

iv. Proof of Date of Birth (S.S.C / CBSE / ICSE)

v. School Study Certificate (1st to 7th Class)

vi. Certificate of Residence for Private study candidates (where the Candidate has not studied in Educational Institution from 1st to 7th Class period) obtained from competent authority of Telangana Government.

vii. Community Certificate

viii. Income Certificate (in case of EWS)

ix. Physical Handicap certificate issued by competent authority (in case of claiming reservation under relevant quota)

Note: Original certificates have to be produced for verification at the time of scrutiny before finalizing the selection list.

b.   How To Apply:

i. Candidates can submit the applications online at the link given on School Education Department portal https://schooledu.telangana.gov.in.

ii. Before filling the application, candidates shall go through the ‘USER Manual’ provided on the website and follow the step-by-step procedure given in the Manual. While filling the application form, the candidates have to ensure that there are no mistakes in it.

iii. Soft copies of all documents as given at point 9(a) above shall be scanned and stored in jpeg format on the local machine from which the application will be submitted.

iv. For any Technical problems related to online submission and downloading of Hall Tickets please contact the Help Desk of the concerned District or mail to kgbvurs.recruitment.ts@gmail.com.

v. Applicants are solely responsible, for any discrepancy in the data submitted in the online application. The applicants are therefore advised to strictly follow the instructions before submitting the application.

vi. The particulars furnished by the applicant in the Application Form shall be taken as final and the applications are processed, based on these particulars only.

vii. If the candidate at any later stage is found to have submitted any incorrect information, her / his candidature will be summarily rejected.

viii. Candidates may note that they are allowed to appear for the test solely based on the information submitted by them. Submission of online application does not imply that the candidates' eligibility has been verified. The eligibility shall be, finally, verified by the concerned appointing authority.

ix. No changes what so ever are entertained after submitting the application. Candidates should, therefore, be very careful in Uploading / Submitting the Application Form Online.


10) Centres for the Written Examination:

i. The Examination shall be an ‘Objective Type Test’ to be conducted in Online mode as Computer Based Recruitment Test.

ii. The Examination will be held at Districts Head Quarters/ Regional Centres/ Major cities in the State based on the availability of examination centres.

iii. The State Project Director and District Educational Officers & Ex-officio DPOs however reserve the right to allot candidates to any Centre other than the Centre chosen by the applicant or to abolish / create a new Centre for administrative reasons. Request for change of the Centre will not be entertained

11) General Provisions:

i. Applications submitted ONLINE shall only be processed. Applications submitted in any form other than online shall not be considered.

ii. The applicants should not furnish any particulars that are false, tampered, fabricated or suppress any material information while making an application through website.

iii. All the relevant certificates relating to the information submitted in the online application issued by the competent authority concerned shall compulsorily be kept with the applicants and produced before the engaging authority as and when they are required to do so. Failure to attend for certificates verification and also failure to produce the required certificates on the day of verification will lead to disqualification.

iv. The claim of the candidates with regard to the date of birth, educational / technical qualifications, experience and community submitted in the online application are only provisionally accepted and these are subject to verification by the Competent Authority at the appropriate time.

v. Mere admission to any test or inclusion of the name of a candidate in a Merit List will not confer on the candidate any right to be engaged on contract basis. The candidature is therefore, provisional at all stages and the State Project Officer/District Educational Officers reserve the right to reject the candidature at any stage of the process.

vi. The following certificates must be kept ready by the candidates for the purpose of verification.

a)    Print copy of online application

b)   Hall Ticket of written examination

c)    Aadhar Card.

d)   Proof of Educational Qualifications.

e)    Proof of Date of Birth (S.S.C / CBSE / ICSE)

f)     School Study Certificate (1stto 7th Class)

g)   Certificate of Residence for Private study candidates (where the Candidate has not studied in Educational Institution from 1st to 7th Class period) obtained from competent authority of Telangana Government.

h)   Community Certificate

i)     Income Certificate (in case of EWS) obtained from Mee Seva/ E Seva

vii. The following Certificates shall be obtained from Govt. of Telangana in prescribed proforma for the purpose of verification.

a)    Community Certificate for BCs, SCs & STs (Issued in the name of candidate with Father Name is only acceptable) obtained from competent authority of Telangana Government.


b)   Income certificate for the Financial Year prior to the year of application issued by the competent authority of Telangana government for claiming EWS reservation.

c)    Certificate of Residence for Private study candidates (where the Candidate has not studied in Educational Institution from 1st to 7th Class period) obtained from competent authority of Telangana Government.

d)   In case of PH Candidates, Visually Handicapped / Hearing Disability & Hearing Impairment / Orthopedically Handicapped / Multiple disabilities, certificates should be obtained from Competent Medical Authority in SADAREM format relevant to them and valid.

e)    Physically Challenged candidates verification shall be in accordance with the Guidelines for evaluation of various disabilities and procedure for certification mentioned in G.O.Ms.No.31, WD, CW & (DW) Dept, Dt: 01- 12-2009 and other relevant G.O.s as on the date of engagement.

12) Important legal provisions governing the test process:

i. Vacancies: The written test is not confined to the vacancies presently available but the candidates will be drawn from merit list as per the need/requirement in the concerned district to engage them on contract basis with Validity of merit list up to (2) years from the date of initial engagement.

ii. The details of vacancies in KGBVs and URSs are shown in Annexure- XXVII & Annexure-XXVIII are tentative and subject to variation at the time of engagement. Based on the administrative need/requirement, the vacancies as on the date of engagement shall be considered for filling up initially. Further, the merit list shall be valid up to (2) years from the date of initial engagement to fill the vacancies that arise from time to time in the respective districts.

iii. The State Project Director, Samagra Shiksha, Telangana, Hyderabad reserves the right to fill or not to fill the tentative vacancies mentioned in the notification / website as per the administrative needs.

iv. Candidates will be drawn as per Roster point wise of the concerned new District.

v. The District Educational Officers are also empowered to invoke the penal provisions in force.

vi. Community: (a) The candidates belonging to SC & ST are required to produce Community Certificate issued by the competent authority (obtained from Government of Telangana State) in terms of G.O.Ms No. 58, SW (J) Department dt: 12/5/97 read with G.O. Ms. No. 5 Scheduled Castes Development (POA.A2) Department dt. 08/08/2014, G.O. Ms. No. 11 Scheduled Castes Development (POA.A2) Department dt. 17/09/2014 and

G.O. Ms. No. 2 Scheduled Castes Development (POA.A2) Department dt. 22/01/2015. As per Rule-2(29) of T.S. State and Subordinate Service Rules. Explanation: No person who professes a religion different from Hinduism, Sikhism or Buddhism shall be deemed to be as member of a Scheduled Caste. (b)The candidates belonging to Backward Classes are required to produce Community Certificate (BC-A, BC-B, BC-C, BC-D & BC-E) issued by the Competent Authority in the State of Telangana obtained through Mee Seva vide G.O. Ms. No. 16 BCW (OP) Department Dt. 11/03/2015. (c) Income Certificate for claiming EWS Reservation issued by the Tahsildar (Government of Telangana) vide G.O. Ms. No. 244 General Administration (Ser.D)


Department, Dt. 24/08/2021 and orders and instructions issued by the Government from time to time.

vii. Reservation: -

a. Selection of the candidates shall be in accordance with the extant Rules of Reservation of the state.

b. Only female Candidates are eligible for the posts in Kasturba Gandhi Balika Vidyalayas.

c. Candidates of all genders are eligible for the posts of Urban Residential Schools.

d. Differently abled persons are not eligible for the post of Physical Education Teacher.

e. Local Reservation (95%) is applicable as per Para-8 of G.O.Ms.No.124 General Administration (SPF-MC) Department, dated: 30.08.2018.

f. Consideration of Local Candidate shall be as per Para-7 of G.O.Ms.No.124 General Administration (SPF-MC) Department, Dated :30.08.2018. The candidates claiming reservation as local shall obtain the required study certificates from Class I to VII (as per the G.O. Ms.No.124, Dt:30.08.2018).

Certificate of Residence for Private study candidates (where the Candidate has not studied in Educational Institution from 1st to 7th Class period) (as per the G.O. Ms.No.124, Dt:30.08.2018).

g. The Local Candidature will be based on new districts only.

13) The State Project Director, Samagra Shiksha, Telangana, Hyderabad reserves the right to implement the rules in force issued by the Government from time to time at the time of engaging candidates with regard to all the criteria prescribed in the Notification.

14) Mandatory terms and conditions for all the posts in KGBVs and URSs

i. Agreeing to work in Residential mode of Time Table and do night duties.

ii. Agreeing to attend all academic and administrative activities as assigned.

iii. Consideration for continuance is subject to review of performance (Academic/Administrative matters) of the individual.

iv. Agreeing to attend any duty assigned by higher officials of the department from time to time based on need.

v. For the PGCRTs in addition to above four conditions the following conditions are also mandatory.

a.    Agreeing to give coaching for EAMCET /NEET /IIT.

b.    Agreeing to take school and Intermediate classes.

15)  Procedure of selection:

i. The minimum qualifying marks for Selection for any post are OCs 40%, BCs 35% SCs, STs and PHCs 30%.

ii. CRTs Posts: In respect of CRT (Contract basis) selection of candidates shall be on the basis of combined marks secured in the Written Examination (80% weightage) and TET (20% weightage).

iii.  a. Special Officer (KGBV):

In respect of Special Officers (Contract basis) selection of candidates shall be on the basis of combined marks secured In the written examination (75% weightage), TEl (20% weightage) and experience as PGCRTs/CRTs on contract basis in KGBVs for a minimum of 3 consecutive years as on the date of notification (5% weightage). Addition of weightage marks is subject to verification by the concerned district authorities.

b. Special Officer (AS):

In respect of Special Officers (Contract basis) selection of candidates shall be on the basis of combined marks secured in the written examination (75% weightage), TET (20% weightage) and experience as CRT on contract basis in Ufffis for a minimum of 3 consecutive years as on the date of notification (5% welghtage). Addition of weightage marks is subject to verification by the concerned district authorities.

iv. PGCRT posts: In respect of PGCRTs (Contract basis) except PGCRT Nursing selection of candidates shall be on the basis of combined marks secured in the written mamination (95% weightage) and experience as CRTs on contract basis in KGBVs for a minimum of 3 consecutive years as on the date of notification (5% weightage). For PGCRT, Nursing the selection shall be based on the marks secured In the written examination (100% weightage). Addition of weightage marks is subject to verification by the concerned district authorities.

v. PET posts: In respect of PET the selection shall be based on the marks secured In the written examination (100% weightage).

vi. Those candidates who qualify as per minimum qualifying marks and fall within the range of consideration for selection based on the number of vacancies available at that time will be called for verification of Certificates in the order of merit In compliance with the Rule of reservation and those candidates who are found satisfactory on verification of certificates shall be considered for engagement as per need.

iL Candidates shall produce original documents and other particulars on the day of verification itself. If candidate fails either to attend or to produce any of the required certificates on the day of verification or if the particulars furnished by him / her In the Application do not tally with the original documents produced by him / her, then his/her candidature will be rejected/disqualified without any further correspondence.

16) Scheme of the Examination will be as per the Annexure-111.
